The primary objective of the patrol is to protect the Philippine maritime domain and preserve the country’s territorial integrity from all forms of maritime security threats. This Memorandum Circular shall apply to all PCG Districts down to Stations and Substations, all Philippine registered vessels engaged in international and domestic trade and all foreign registered vessels, whether engaged in international trade or not, transiting the Philippine territorial jurisdiction.
