The purpose of this Memorandum Circular is to provide implementing rules and regulations to prevent pollution by garbage from different offshore sources, such as but not limited to ships, fixed or floating platforms, offshore platforms and other floating crafts and facilities operating within the Philippine maritime jurisdiction and prescribing fines and penalties thereof. This Memorandum Circular shall also prescribe guidelines for the proper collection and disposal of garbage including the accreditation of garbage or solid waste collectors.
